"To support the Hong Kong government to rule in accordance with the Basic Law, to guarantee that Central Government organisations in Hong Kong can carry out their duties in accordance with the authorisation from Beijing, that's why the Central Government decided to change the name from Xinhua News Agency to the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region."
SUPER CAPTION: Jiang Enzhu, Head of Xinhua
But a democracy activist said the news agency would act more like a Chinese consulate.
SOUNDBITE: (English)
"Well, historically it calls itself a news agency but really it's masquerading as a consulate for the People's Republic of China. I think it is where the Communist Party does its United Front work, it's where it gathers intelligence and what not. We never really have a clear picture because of course Beijing never spoke about what they really did."
